Recognizing the importance of the progress achieved in the Republic of Armenia (RA) during the period of 2001-2009 in the area of protection of children’s rights, we welcome the efforts of the Armenian Government, as well as all competent bodies engaged in protection of children’s rights towards improvement of children’s welfare and creation of necessary conditions for their adequate development and self-fulfillment. However, problems still exist, and this Report will discuss those areas analyzed in the 3rd and 4th joint regular country reports on execution of the United Nations’ (UN) Convention on the Rights of the Child which need to be improved.
The process of preparation of this Report was initiated by the World Vision Armenia international NGO in 2008. The Report is the product of the joint efforts of local and international non-governmental organizations1
. In order to provide more consistent information to the UN Committee on Children’s Rights, all problems identified by the involved NGOs, as well as their recommendations are presented by the structure followed in Armenia’s joint regular country reports No. 3 and No. 4 (hereinafter the Government Report). In addition to comments on issues presented in the Government Report, this Report will also cover other matters pertaining to the execution of the UN Convention on the Rights of the Child which are considered as important by the NGOs. This Report does not refer to those articles of the Convention on which no specific comments or recommendations were provided by the concerned NGOs.
The Report also contains updated data on child rights in Armenia covering the period of 2009-2011 attached to this Report as Annex I
